ENGLEWOOD — Corroded cars, broken-down trucks and dusty motorcycles have piled up on two lots in Englewood.
On a block of bungalows and brick three-flat apartments, the lots, cluttered with about two dozen cars, stand out. Two small boats, one covered by a dirty tarp, rest near a shoddy gray trailer. Weeds, some knee-high, sprout between a chain-link fence surrounding the lots. Heaps of trash dot the site, attracting the occasional stray cat.
